i believe there are a number of internal (i.e. STUFAP) & external (grants etc.) programs for financial assistance with varying subsidy percentages. perhaps a good place to start is to visit the procedures site here (i'll be posting this on the links section as well):

I hope DLSU will replace the wood bridge in front of Bro Andrew Bldg. It has been there for 2 years already whenever it rains. Can't they fabricate a steel welded bridge for our children? We pay a hefty tuition each trimester and yet the students use a wood bridge to cross the flood like today. Oh my God!
